If your district hospital accepts patients whose insurance allows direct access (without a referral/transfer letter), you can add a separate section to your OPD policy. For example:

Accessing Our Outpatient Clinics

  • To obtain an appointment with the Gatonde Hospital Outpatient Department (OPD), patients may access services through one of the following pathways:

1. Referred Patients

Patients with insurance schemes or clinical conditions that require a referral must present a valid referral (transfer) letter from one of the following:

Health centerAnother hospital

Private clinic or medical practitioner

Other authorized healthcare facilities

2. Direct Access Patients

Patients covered by health insurance schemes that permit direct access to district hospitals without a referral letter may register directly at the Outpatient Department. These patients must present:

A valid health insurance card or proof of insurance eligibility (e.g., RAMA, MMI, or other insurance schemes that allow direct access)
A national identification card or other accepted identification
Any previous medical records, if available

All patients are required to complete registration and insurance verification before receiving outpatient services.

One note: whether RAMA, MMI, or other insurers allow direct access depends on the current agreements between the insurer and the hospital, as well as national health policy. If this document is for a Rwandan district hospital, it's best to list only the insurance schemes that your hospital officially accepts for direct access according to those agreements.
